Where on a tie is the proper placement for a tie clip/bar?
I have seen medical professionals Tie Clip with it lower on the tie, and military officers tend to wear the tie clip slightly above the middle. I am neither yet I wonder where would be the proper place?

Definitely! A tie clip with your tie is always sharp as for your blazer make sure it matches your pants in some way. If you want a contrast such as Tan pants with a Black sports coat/blazer you would then match the coat/blazer with your shoes, Belt, and watch band. IN my example you would make everything else black. I would always suggest a light colored shirt so as not be be to dark but that is your choice. Hard to tell. It could be some kind of veterans thing that was purchased recently or it could be older depending on the metal , ect. It sounds post war to me.
Tie clips have been out of style for so damn long, it has to be cool to wear one. Trust me they will be on their way in in another few months and your husband can say that he was ahead of the curve. Just don’t get a tie pin or a tie clip with teeth cause they will wreak havoc on nice silk ties.EDIT: Oh also I forgot to mention that I prefer tie bars, but clips can look nice as well, and I would say that it is very appropriate for his age.
