If it’s a Cisco router then the serial interface will be DTE by default. If you wish the port to provide clocking and become a DCE you’ll need to enter the clock-rate command in IOS.

I don’t have the direct answer, but you’ll have to get the IEEE standards and the converter will not just be a few wiring cross-overs and diodes. you are actually converting serial to parallel data stream.if you’re doing it for fun, go at it.if you’re doing it to save the money, i purchased one on eBay for $7.

I think you need to buy an interface card, PCI if a desktop, You need software too but it usually comes with the card. I did this with my VHS recorder to load old tapes to my PC.
